By 陳銘福地盡其利，地利共享之「均富」理想，由於土地存在了管理、分配與利用三大問題，為解決各該問題，有必要為土地立法：．管理問題：土地為立國的根本，因此有必要作適當的管理。．分配問題：若分配不均，會造成貧富懸殊的差距。．利用問題：土地的生產力，也就是土地的經濟力問題。土地法透過解決此三大互為因果的問題，進而實現其「均富」的理想。 土地立法九原則，揭示了土地法體系的結構，立法的過程就是由混沌走向清明的歷史。民國89及90年等各次土地法修正公布，屬於局部性的修正而已，仍然維持前述體系與原則。其修正均以因應社會變遷及經濟繁榮的實際需要為修正重點。
