It is now becoming plainer day by day (a fact which appears to have been foreseen by you long ago) that the success of the Dominion as a whole depends in the future upon the development of the great fertile land which you are now seeking to connect more intimately with the Eastern portions of Canada. It would be a poor investment indeed for the Dominion to people and develop that great country if it were to be left unconnected with the older Provinces, or to allow it to be dependent even in the slightest degree upon the good-will or at the mercy of our neighbours in the United States.
