Description

'Family Start' is a voluntary, structured, intensive home visiting programme for vulnerable families in New Zealand that aims to improve parenting capability and practice. It also aims reduce infant mortality, reduce injury hospitalisation, promote breastfeeding, reduce home hazards, connect infants to immunisation and primary health services, promote children's participation in early childhood education, and connect families to support services. It was first introduced in 1998 in 3 sites and has since been expanded nationally. This report presents the findings of the first impact evaluation of the programme, and draws on linked administrative data for children born from 2004-2011. The evaluation focuses mainly on the immediate impact for the mother and child who received the service, but evidence of spill-over effects in the community is also noted. The findings affirm the role of intensive home visiting from pregnancy through early childhood as part of a strategy to improve outcomes for disadvantaged children.
