In July 2014, New York City Civilian Complaint Review Board Chairperson Richard Emery, in the wake of the tragic death of Eric Garner... asked the CCRB staff to undertake an objective, comprehensive assessment of chokehold complaints made to the CCRB. The study investigates chokehold complaints, primarily from January 2009 until June 2014, in order to report finding and make recommendations to the NYPD Police Commissioner and the public.
