It would be unusual for slow learners to reach this stage at 12 and some will not reach it until 15 or later. Wing (1941) states that a feeling for melody develops before the rhythmic sense in young children.
All educationally subnormal children are slow learners and need an educational environment in which it is possible for them to progress at their individual rates without disrupting the accepted social pattern of the class.
