Discusses the ethics of health care resource allocation, based on the premise that society has an ethical obligation to ensure health care. Includes a review of health care costs and discussion of the basic requirements that must be met before considering a rationing of health resources. Issues discussed include the evaluation of health services, continuous quality improvement, development of practice guidelines, education of professionals and consumers regarding resources allocation, societal determination of the ceiling of gross national product to be devoted to health care, macroallocation (how much should be expended and how it should be distributed) and microallocation (who will obtain the resources made available).
