Addressing the need to recalculate the poverty rate for single parent families, this updated dissertation describes and critiques the methods used by the Census Bureau to conduct the official poverty headcount each year. It then offers a framework for the development of an alternative approach, the Basic Needs Budget, to establish more accurate poverty rates and uses the BNB to statistically analyze the 1996 welfare reform in depth.
