From the back cover: The Mixed Ownership Corporation (MOC) inhabits the murky area between the public and private sectors. It is a commercial operation - ususally a joint stock company - in which equity and/or representation on the board of directors is shared by private investors and the national or a provincial government. Current popularity of the privatization concept and the allure of revenue from equity sales obscure consideration of the less immediate issue: what happens when the preferences of management and the state shareholder conflict? To answer that question, and to discover the possibilities and limitations of MOC as a public policy instrument, Stephen Brooks examines three different organizational structures - Canada Development Corporation, Telesat Canada, and Caisse de depot et placement du Quebec (its private sector investments).
