Admiral Kimmell, as Commander-in-Chief of the U.S. Pacific Fleet at Pearl Harbor on December 7, 1941, bore the brunt of blame for the surprise sneak attack by the Japanese. He requested a court martial to clear his name, but that request. This fictional court martial is based on actual testimony given by witnesses at the nine diffeent investigations into the causes of that tragedy.
