This guidebook presents the SAFERR (Screening & Assessment for Family Engagement, Retention, & Recovery) model for helping staff of public & private agencies respond to families affected by substance use disorders. The SAFERR model & this guidebook were developed by the Nat. Center on Substance Abuse & Child Welfare (NCSACW), a training & technical assistance resource center. NCSACW developed SAFERR in response to frequent requests from managers of child welfare agencies for a ¿tool¿ that caseworkers could use to screen parents for potential at use disorders in order to make decisions about children¿s safety.
