At the strategic level the idea was to create a smaller Muslim state in North West India which would serve as a future loyal chattel and a base against the USSR.The imperial idea was to deliver a parting kick on Indian nationalists.A larger India would have been difficult to manipulate and control for Imperial strategic services.
