As chair of the National Governors' Association Committee on Human Resources, Governor John R. McKernan, Jr., launched the initiative "From Classrooms to Workrooms: Meeting the Needs of the Changing American Family" in the summer of 1991 to examine the evolving role of the American family in society. This publication details programs that governors and states are using to support children and parents in their homes, in the schools, and in the workplace. Chapter 1 covers dependent care initiatives, including work with businesses to establish pro-family policies, direct state provision of care services, and resource and referral systems. Chapter 2 highlights parent education and family support programs, including family support centers, skill training in parent-to-parent and parent-to-child communication, and support groups. Chapter 3 concentrates on school-based programs that provide comprehensive health and human services to students and their families. Chapter 4 focuses on state-level efforts to restructure family services through such strategies as the consolidation of services and policymaking and the restructuring of state welfare systems. Chapter 5 covers family preservation programs, including short-term, intensive counseling; skills training; and support to families whose children are at risk of placement outside of the home. In chapter 6, five workplace education programs are described. Chapter 7 looks at the strategies used by seven states to create family-supportive workplaces for state employees. Chapter 8 considers public awareness initiatives used by states to encourage the development of new public-private partnerships to meet family needs.
