“文化大革命”使发动者和领导者事与愿违。毛泽东发动“文革”的初衷之一，无疑是想通过党内外不断进行的残酷无情的政治清洗，全盘控制党员和人民的头脑；但“文革”却在一定程度上使许多年轻人对共产中国及其意识形态产生了幻灭，催发了他们为中国的未来进行政治改革的热情，推动了对中共制度的质疑和批判，孕育了中国独特的民主运动。

1966年“文革”刚刚爆发时，北京、上海和全国各地街头，数百万红卫兵“大破四旧”，把各种书籍当作“封资修垃圾”付之一炬。可是几乎是在“文革”爆发一年后，一代红卫兵中的许多人，就又开始热切地寻找、阅读和流传所谓的“封资修垃圾”，从1960年代末到1970年代中期，全国各地的地下文学和读书运动不绝如缕，年轻一代寻求新的精神资源和思想支柱，培育出自己偏离甚至挑战中共正统的思考成果。这些异端思想的出现，令当局极为惊恐，据中共文件称，在“文革”中，当局判决了一大批“反革命案件”，公开取缔和批判过一大批“大毒草”（即表达异端思想的著述），包括遇罗克《出身论》和李一哲《关于社会主义的民主与法制》。
