This guide for policymakers at all levels illuminates common ground between education reform and service learning and encourages the inclusion of service learning as a viable partner in education reform efforts. Leading school reform models are analyzed with a focus on their compatibility with service learning. Also included is a description of how models ranked themselves against essential service learning elements, brief descriptions of service learning and comprehensive school reform, suggestions on how these initiatives could work more closely together, and examples of barriers that must be overcome. Leading school reform models were selected from among the models listed in the original Comprehensive School Reform Demonstration (CSRD) program established by Congress in 1998. A survey was sent to model developers and up to four schools per model that had used the model for at least 2 years. A majority of the 28 models examined were rated as "compatible" with service learning; 11 were rated as "highly compatible." A summary analysis of each model was developed from current information and research, comments provided by model developers, and comments provided by schools using the model. Appendices include the survey; a chart of compatibility for all school reform models, broken down by key service learning element; and a declaration of principles of service learning.
