L'appréhension du phénomène enfants en situation difficile passe par la maîtrise de tous les contours du dysfonctionnement de la société congolaise. L'action publique en réponse à ce phénomène existe, mais elle reste inefficace. Cela trouve son explication dans la fragmentation des initiatives et le manque de coordination des acteurs. La solution reste le partenariat public-privé. D'où, la nécessité d'inscrire cette action publique dans les paradigmes de l'inculturation et de l'éducation prénatale naturelle, qui sont le socle d'une action collective efficace entre partenaires.
