Plus généralement, il examine la répartition effective des rôles entre les différents acteurs concernés (Parlement, ministères, différentes juridictions) et synthétise la pratique effective du droit public financier. Les prises de position, parfois critiques, des auteurs invitent également à une réflexion sur l'évolution même du droit public financier.
