L'économie sociale a été la première à être institutionnalisée, avec la création en 1981 de la délégation interministérielle à l'économie sociale. Le décret du 15-12- 1981 la définit comme l'ensemble « des coopératives, mutuelles et associations dont les activités de production les assimilent à ces organismes ». Quant à l'économie solidaire, c'est à partir des années 80, sous la double influence de mai 68 et de l'augmentation de l'exclusion et du chômage, que naquirent l'Agence de liaison pour le développement d'une économie alternative (ALDEA) et à partir de 1992, le Réseau d'économie alternative et solidaire (REAS) regroupant des producteurs en milieu rural, chômeurs créateurs de coopératives dans les banlieues, agriculteurs biologiques, producteurs de musique rock, commerce équitable, mouvement des woofers... Sous le gouvernement Jospin en 2000 est créé un secrétariat d'Etat à l'économie solidaire lui donnant ainsi une lisibilité institutionnelle.
