Il ne saurait y avoir de politique sans conception de l'homme. L'oeuvre de l'Anglais John Locke (1632-1704) est une enquête sur les fondements du libéralisme politique ; elle fait de l'homme son point de condensation. Considéré soit comme l'avocat de la classe bourgeoise et le prophète de l'esprit du capitalisme, soit comme le défenseur pré-rousseauiste de la volonté générale et de la solidarité sociale, Locke ancre sa pensée dans une double conviction : une foi dans la liberté, l'égalité et l'aptitude de l'homme au bonheur, mitigé par un pragmatisme froid : l'homme est aussi un être fini, fragile, exposé aux plus grandes passions. Le libéralisme politique de Locke, qui aboutit à un Etat nécessaire mais réduit, provient très largement de la rencontre de ces deux aspects de son anthropologie. Par le contrat atypique, engagement réciproque et geste politique inaugural grâce auquel les hommes s'associent raisonnablement, la communauté politique, ce moyen de "l'être ensemble" actuellement en crise, apparaît sous la plume du philosophe comme la lumineuse promesse d'un avenir meilleur.
