Descendant d'esclaves des Antilles, petit boursier de Cayenne, Monnerville devint un avocat à l'éloquence éclatante, défenseur des victimes du racisme, radical-socialiste épris des valeurs de liberté, d'égalité et de fraternité. Député de la Guyane puis secrétaire d'Etat aux Colonies avant la Deuxième Guerre mondiale, il s'implanta ensuite dans le Lot et, pendant près de vingt-deux ans, présida le Conseil de la République, puis le Sénat. En octobre 1962, Gaston Monnerville s'insurgea contre la décision du général de Gaulle de soumettre à référendum un projet de loi instituant l'élection du président de la République au suffrage universel, jugeant la procédure contraire à la constitution. C'est la raison pour laquelle il taxa de "forfaiture" le mot fit mouche ; le Premier ministre Georges Pompidou. De Gaulle ne lui pardonnera pas cet affront, et durant plus de six années, Monnerville dut effectuer sa "traversée du désert". L'avenir et sa "justice immanente" devaient finalement lui donner raison. Professeur émérite d'histoire contemporaine, Jean-Paul Brunet retrace l'itinéraire exemplaire de cet homme d'Etat dont la vie fut consacrée à la défense du droit et qui apparaît comme une conscience de la République.
