Mit dem Topos "Terranisierung des Meeres" wird unter anderem ein Phanomen bezeichnet, welches gegenwartig im Gefolge der "Energiewende" einen neuen Hohepunkt erreicht hat: die Inanspruchnahme der Meere als Infrastrukturraum, mit der eine erhebliche Zunahme von Nutzungs- und Schutzkonflikten in einem zwar unbesiedelten, gleichwohl okologisch hochsensiblen Gebiet einhergeht. Das zur Steuerung jener Konflikte berufene Recht vermag gegenwartig seinen Auftrag nur unzureichend wahrzunehmen - es erweist sich als zersplittert, luckenhaft und zum Teil nicht hinreichend auf die spezifischen Gegebenheiten seines maritimen Anwendungsbereichs zugeschnitten. Mathias Schubert untersucht die vorhandenen Regelungsansatze im Volker-, Europa- und nationalen Recht und entwickelt auf der Basis einer Defizitanalyse Grundstrukturen eines konsistenten und leistungsfahigen nationalen Meeresinfrastrukturrechts.
