Esta investigación explora y explica las respuestas organizacionales de tres universidades públicas mexicanas al Programa Integral de Fortalecimiento Institucional (PIFI), como una ambiciosa política pública basada en incentivos monetarios. Explorando las relaciones organización-entorno y la lógica de las políticas de incentivos, se analizaron los factores institucionales externos así como los factores organizacionales internos que dieron forma a las respuestas de las universidades en estudio. La teoría de la dependencia de recursos y la teoría neoinstitucional fueron utilizadas como lentes para comprender las dinámicas organizacionales y sus productos, así como para explicar los procesos de respuesta.
