Kitabın Birinci Kısmı'nda 'şûrâ'nın alanı ve sabite boyutu; teşviki ve bağlayıcılığı konusu; yüklediği sorumluluklar üzerinde durulmuştur. İkinci Kısım'da türevleriyle beraber 'şûrâ' ve 'ulu'l-emr' meselesi; ayrıca tarihî süreç içindeki şûrâ uygulamaları vahyi bildirimler çerçevesinde ele alınmış; bu konularda Siret-i Resul ve Müslümanların tarihi bağlamında değerlendirmeler yapılmıştır. Üçüncü Kısım'da ise karşılıklı olarak ulusal sistemlerdeki demokratik formlar ile vahiy temelli şûrâ değerleri müzakere edilmiştir.
