迈向现代财政

论述了财政改革与国家治理现代化，中国财政改革的战略目标。内容包括七个部分。第一部分是财政改革与国家治理现代化，主要包括：财政改革与国家治理现代化，中国财政改革的战略目标是什么，近年中国财政改革审视。 第二部分是预算制度改革，回答如何建立全面规范、公开透明的现代预算制度，收好、支好和管好公共财产，也即如何建立以预算为中心的政府治理体制，从而规范政府行为，把权力关进制度的笼子。主要包括：现代预算与人大制度改革，新预算法下的预算监督与管理，建立透明预算的着力点，新预算法实施细则应尽早出台。 第三部分是中央和地方政府间财政体制改革，主要包括：理顺央地职责分工，理顺央地财政关系，清晰界定央地事权与财权；推进财政转移支付体制改革；理顺地方政府间财政关系。第四部分是税制改革，探索如何建立促进科学发展、社会公平、市场统一的税收制度体系。主要包括：改革土地财政，现行税制存在的问题与改革，规范税收征管等。 第五部分是财政法治，以法治方式建立现代财税制度，主要包括：推进财政立法，财政执法，依法治税。 第六部分是政府债务，主要探索：中国政府的债务规模有多大，债务率有多高，距离债务危机有多远，如何标本兼治防范和化解债务风险等。 第七部分是大国财政，以国际视野认识中国财政，中国财政不仅是治国安邦的重器，同时要在全球治理中发挥重要作用。主要探索：大国财政的意味，全球治理中的财政机制。
