隨著經濟的增長，“分片負責、對口支援、定期輪換”的傳統合作模式難以適應西藏發展的需求，需要推動其向平等互惠型的地方合作轉型。加強地方合作可以促進西藏和內地的社會經濟一體化和民族融合，有利於西藏的長治久安。本書主要圍繞“地方合作的轉化與西藏地區的長治久安”兩個核心變數展開，內容涉及對口支援框架下西藏與內地合作的新變化和發展，通過對西藏開展地方合作的實地考察，重點歸納和提出了當前西藏與內地合作的三種主要模式：無償支援型、偏利偏惠型和平等互惠型，並應用上述模型分析了西藏與內地的地區合作、西藏與周邊地區的區域合作以及西藏與內地的產業合作等。針對西藏在推進地方合作中存在的問題，借鑒國內外地方合作的經驗，對推動西藏地方合作從對口支援模式走向平等互惠模式的路徑進行了理論探討，從中央對藏決策、地方發展策略和戰略設計等方面對提升西藏地方合作水準、完善地方合作機制等提出了具體的對策建議。
