重叠机制视域下的非洲国际减贫机制

Description

在實證分析聯合國機制、國際金融機制、經合組織三大國際減貧機制對非洲援助的基礎上，提出了研究問題：援助為何無法實現國際機制的減貧目標。聯合國、世界銀行、經合組織對非洲貧窮國家提供了大量的官方發展援助，但非洲仍然無法按期實現千年發展目標。

究其原因，主要是國際減貧機制在問題領域的重疊、行為體重疊、治理重疊降低了國際機制的效能，使得國際援助機制無法實現非洲減貧的目標。因此，必須從“厘定貧窮標準”“協調援助工具和援助機構”“統一決策機制”等方面重構國際減貧機制的重疊結構，協同發揮各種國際機制的減貧效能，才能促進非洲千年發展目標按期實現。
