社会治理创新与诚信社会建设

然而，当代中国社会却面临着严重的诚信危机，它对社会的健康发展带来严重威胁。因此，党和政府将诚信社会建设作为社会治理的重要内容。中国共产党十七届六中全会提出，“把诚信建设摆在突出位置，大力推进政务诚信、商务诚信、社会诚信和司法公信建设，抓紧建立健全覆盖全社会的征信系统，加大对失信行为惩戒力度，在全社会广泛形成守信光荣、失信可耻的氛围。”2012年1月19日，国务院总理温家宝主持召开国务院常务会议，部署制定社会信用体系建设规划，要求各级人民政府高度重视社会诚信和信用体系建设，通过完善制度、加强教育，努力营造诚实、自律、守信、互信的社会信用环境，使诚实守信者得到保护、作假失信者受到惩戒，为社会主义经济、政治、文化、社会的改革和发展提供良好的道德保障。中国共产党第十八次全国代表大会报告指出：“深入开展道德领域突出问题专项教育和治理，加强政务诚信、商务诚信、社会诚信和司法公信建设。”
