中国社会组织人才服务体系建设研究

社會組織在我國創新社會治理、提供公共服務和參與全球治理等方面的作用日益凸顯，“一帶一路”倡議的推進對我國社會組織提出了更高的要求，也給社會組織參與國際事務提供了千載難逢的發展機遇。激發社會組織活力、支持和鼓勵社會組織更好地參與國家和社會建設已成為國家治理體系和治理能力現代化的重要共識。人才是第一資源，建立我國社會組織人才服務體系、保障社會組織人才隊伍有序健康發展是社會組織發展的重中之重。
社會組織人才服務體系建設是涉及我國社會經濟發展改革的前瞻性理論和實踐課題。改革開放以來，我國社會已經發生深刻的結構變化，社會組織已成為我國社會中一個具有代表性的系統，成為社會治理的重要主體之一，但社會組織人才服務體系的政策法規體系不夠完善，社會組織人才主體地位不突出、社會組織人才培養體系缺位、社會組織人才流動不暢等問題突出，扼制了社會組組的發展內生動力，社會發展活力不足。因此，從社會治理能力現代化和社會組織發展需要出發，圍繞社會組織人才能力建設、社會組織人才隊伍建設、社會組織人才大數據和信息化服務平臺建設等多維度研究社會組織人才服務體系構建是當今社會發展當務之急。
研究對現有社會組織人才服務相關理論和實踐成果的文獻分析，總結梳理了國外社會組織人才服務體系設計的先進經驗；通過對我國社會組織及其人才服務的深度訪談和問卷調查，系統分析當前社會組織發展與社會組織人才服務內在關係、社會組織人才建設與服務體系的現狀、問題及其發展困境。運用政治學、社會學和公共管理學等理論，從社會組織人才服務體系建設的內部動力和外部動力、社會組織人才主體地位、社會組織能力建設、社會治理等維度進行系統分析，提出我國社會組織人才服務體系建設理論、路徑和政策建議。 More
