为确保同步相量测量装置(PMU)的应用性能可以满足系统动态监测分析的要求，需要根据PMU的特点制订相关的试验标准。PMU从研发到生产、试运行到挂网运行的过程，一般需要经历型式试验、出厂试验、现场投运试验和周期性校验。根据PMU装置的功能特点和应用需求，其性能试验包含静态试验、动态试验、数据同步性试验、GPS对时试验、通信规约测试、数据传送延时测试、触发启动试验等。由于PMU监测记录电网动态过程中的相量数据，为保证测试试验能够反映PMU对于电网动态过程再现的精度、响应时间等指标的水平，推荐对于特定的过程进行连续完整测试分析，为提高分析的效率，应尽可能采取自动测试技术完成PMU的性能试验。本标准的制定，旨在为各电网公司进行动态监测系统规划、建设、开发、运行等提供依据，为不同厂商提供的PMU整合进同一系统提供保障，也为厂家在PMU设计、生产、交付使用过程中保证满足动态监测系统的应用要求提供技术参考。本标准的附录A为资料性附录。本标准由国家电网公司科技部提出并负责解释。
