La tutela del patrimonio di Beni Culturali e naturali costituisce un forte impegno dei Governi di tutti i Paesi civili, consapevoli del fatto che tale insieme di beni contribuisce in modo determinante allo sviluppo globale dell'umanità. A livello mondiale, fin dal 1972, è stata stipulata una specifica Convenzione, presso l'UNESCO, per la protezione dei beni riconosciuti di interesse universale ed eccezionale presenti nei diversi Paesi. A livello europeo, poi, sono in atto numerosi piani per la salvaguardia delle città storiche. Questo studio prende in esame i contenuti di tali accordi internazionali e svolge alcune considerazioni circa la possibilità di sottoporre alla tutela internazionale la baia di Napoli.
