Description
This literature review is part of the preparation of a comprehensive Joint Evaluation of General Budget Support (GBS). The purpose was to review and summarise existing literature on GBS and apply this new information to the GBS evaluation framework. It would also provide donors with early evidence and lessons on the effectiveness of GBS as an aid instrument, making clear where sufficient existing evidence supports or contradicts the framework and where the picture is less clear. Another objective was to produce a useful input for the evaluation team in the inception phase of the GBS evaluation, indicating the issues where more evidence is necessary and the issues appropriate for the evaluation.
