Cependant, les systèmes actuels de gouvernance de la mondialisation aux niveaux national et international n'ont pas réalisé ce potentiel pour la plupart des populations dans le monde - et, dans bien des cas, ils ont aggravé les choses. "Pour la vaste majorité des femmes et des hommes, la mondialisation n'a pas répondu à leurs aspirations, simples et légitimes, à un travail décent et un avenir meilleur pour leurs enfants." En 2003, les chiffres officiels du chômage dans le monde ont atteint un niveau record de plus de 185 millions de personnes. Les chiffres non officiels seraient bien plus élevés, en particulier si l'on inclut les personnes sous-employées et les travailleurs pauvres.
