Agriculture is by far the largest user of the world's water, soil and biodiversity. As the world's welfare improves, demands from other water subsectors are increasing. Domestic water supply, industry and manufacturing, and the environment itself, are now in direct competition with the agriculture sector for increasingly scarce water resources. Thus, competition for water resources can only lead to the agriculture sector having to review and adjust its share of water. Irrigation management transfer has been applied to fit diverse reform needs, ranging from pilot areas of a few hundred hectares to large schemes of several hundred thousand hectares and a national effort encompassing millions of hectares. Similarly, the reform can take place at various hydraulic levels and result in a variety of institutional arrangements. Such a far-reaching process of irrigation reform needs to be documented and analysed, and its key lessons need to be identified. These are the purposes of this report.
