Violence à l'école - Un défi pour la communauté locale passe en revue les points saillants de la Conférence du Conseil de l'Europe sur les partenariats locaux pour la prévention et la lutte contre la violence à l'école (décembre 2002). La conférence a catégoriquement écarté la répression comme moyen de maîtriser la violence à l'école. les débats ont été centrés, au contraire, sur la médiation ; le dialogue interculturel, les systèmes de préalerte, les programmes de prévention à l'école primaire et surtout le " respect des droits de l'homme " garanti aux victimes comme aux délinquants. Cette réunion a fait passer un message clair : d'une part, la prévention doit être axée sur l'éducation, et d'autre part, les établissements scolaires doivent s'ouvrir sur l'extérieur et lancer, en partenariat avec les acteurs de la communauté locale, dont la police, des initiatives qui prennent en compte les caractéristiques et les facteurs environnementaux de la collectivité en question.
