　　這是一本拋磚引玉的戰略學的研究著作，取名為「新戰略論」，顧名思義即是在國內既有的戰略研究成果之外，開闢一種新的研究途徑，並有下列三點意涵：新的研究角度、新的研究題材、新的集體智慧。
　　戰略之目的在籌畫、發展與整合利用國家現有資源，依照設定目標，達成國力的整體推進，進而保障國家利益，造就全國人民的福祉。本書鎖定此大前提，分為四篇，總計22章。首篇為戰略篇，是基礎戰略之定義，戰略與安全在國際關係和國家當中扮演的角色；其次，分述美、俄、日、歐盟的安全戰略，討論全球戰略大勢與佈局；第三篇進入21世紀眾所矚目「崛起的中國」，從戰略角度，針對中國的軍事佈署與軍隊詳加研討，細觀中共在軍事之中的新世紀面貌；第四篇則從世界和對岸回歸到台灣本體，在分析過前面各地的情勢之後，從政治、經濟、軍事、心理、科技、外交等六大層面研析台灣的因應之道，邁出單純軍事的侷限，將「戰略」的意義擴大為各領域上的實際應用。
