分配正義救台灣

＊中央研究院院士 朱敬一專序推薦 「楊教授所談論的台灣社會不公平，不但與當下許多年輕人的抑鬱息息相關，也恰巧是我自己近年來研究、關注的主題。他的書給我相當的啟發，我認為對於一般讀者，也一定會有相同的效果。」 －－中央研究院院士朱敬一 ＊楊志良說：這將是我最後一本非公衛健康的「雜書」。因為如果台灣可以從目前的向下惡性循環，開始向上反轉，就不用再苦口婆心寫「雜書」了。 ＊分配，是刻骨銘心的問題；政府如果感受不到人民的痛，人民將收回交付給政府的權力。民主國家，政黨失去政權是常事，但請千萬不要為了保政權，搞到失去國家！ ＊最厲害的殖民不是用武力，而是用思想，無聲無息的滲透，被殖民的一方毫無所覺，還對殖民者感恩戴德。台灣對美國就是這樣，被賣了都不知道，還幫對方數鈔票。 ＊政府的基礎建設如造橋鋪路、維持治安等等，都是受薪階級出的錢，富人繳稅少，卻享用優質的公共財及建設成果，小老百姓種樹，富人納涼，如此劫貧濟富，政府領導人不覺得羞愧嗎？ ＊所得合理分配是艱鉅的工程，卻是政府不可逃避的責任。採用「混和型經濟」，生產讓市場自由競爭，分配用社會主義力求平均，才能讓民眾許願，下輩子再當台灣人。 公衛學者出身，為何跨足談分配、談經濟？ 公平分配正是公衛的核心精神，全民健康不能有貧富貴賤之分，《禮運大同篇》中的「老有所終，壯有所用，幼有所長，鰥寡孤獨廢疾者皆有所養」，是楊志良一生追求的目標。他真心相信，此刻台灣仍有許多如他一般抱持愚公心情，不甘心台灣就此一敗塗地，伊于胡底的人，而此時正是理性公民應該發聲、應該挺身的關鍵點。 楊志良憂心台灣的未來，希望能改變台灣深陷泥沼的現狀，他認為，關鍵就在於「分配」問題。書中深入剖析多年來，台灣的經濟發展因為奉行美國新自由主義，高度偏袒富人、貶抑勞動價值，讓原本較均富的社會，走上貧富差距愈來愈大的歧途；台灣目前所有的問題，都是從這裡開始產生的，環環相扣，進而影響其他層面，政治上，政商水乳交融、形成政黨、民代、財團共犯結構；同時，台灣又實施民粹式的福利制度，導致財政嚴重虧空，債留子孫。 「生產」只是經濟發展的手段，「分配」才是經濟發展的目的。一個國家社會，只要做好分配，即使經濟沒成長，依然可以提升財富效用及社會福祉，讓人民覺得過得幸福，也就是，重要的不只是把餅做大，更重要的是每個人都能分到足夠的餅。 要改變台灣當前的傾頹衰敗，政府唯一的路就是實踐分配正義，而稅制就是財富重新分配的神兵利器。我們期待政府有魄力進行稅改，提升施政效能的同時，也必須靠公民力量提升整個社會的公民意識。政府與人民同步成長，才能同心合力救台灣！
