Este texto intenta conciliar el deber de la Policía Nacional de preservar el orden público y garantizar la seguridad con el derecho a la intimidad. A las personas les suele parecer normal y natural que en la calle la Policía las intercepte, las requise, les solicite documentos de identidad, les pida que se retiren de un lugar, las interrogue o las detenga de manera preventiva. Mientras que en otros países estas medidas de policía solo pueden practicarse cuando confluyen varias circunstancias y requisitos, en Colombia no existen criterios claros que guíen la labor de la Policía, que es uno de los hallazgos de esta investigación.
