本書以最新的學術理論及成果為基礎，結合語文教學、社會語言學及語言學的研究方法，以嚴謹的態度梳理和剖析「兩文三語」語文教育政策。一方面總結香港特區政府過去二十多年來的語文規劃，另一方面從語言和社會的關係，評析「兩文三語」在香港的使用情況和教育現況，同時也探討近年備受關注的非華語學生中文學與教問題。書中就「兩文三語」提出的各種主張，可視作香港語文教育邁向下一個里程碑的討論起點。對語文政策制定者、教育界人士，以及關心香港語文政策的人士，本書都具參考價值。
