臺灣接連受到清朝、日本和中國政府統治，每一個政權都對這座島嶼和居民的現代化、文明開化有各自的規劃藍圖，也根本上影響1880年代到1950年代臺灣人意識的形成。

從清治末期到戰後初期，基隆城一直有著無限可能，作為實體和想像邊境的一部分，在帝國和民族國家的交界處占有重要位置。作者從在地認同、社會團體、宗教文化、福利領域等面向，以可謂首當其衝站在臺灣現代變遷最前線的港都基隆為中心，檢視一段臺灣人民族起源的歷史。

「成為臺灣人」的過程中，基隆居民扮演先鋒角色，菁英士紳、組織機構、國家行為者在此地都有過協商與努力，最後得以獲得預期之外的成果和意義。因此如果要完全理解現代臺灣人的認同，仔細探討他們的經驗和活動至關重要，本書所討論的正是如何經由這些複雜多變的關係而「身為臺灣人」。
