探究近十年來的公共管理申論題的命題方向，經整理分析後可歸納出以 下重點： 一、治理議題 此部分在行政類科屬熱門的議題，亦即行政學、公共政策也會考，舉凡傳統治理（彼得斯的四種治理模式）、向上治理的全球治理、平行治理的電子化治理（E治理）、向下治理的跨域治理、網絡治理、公共治理或公私協力關係。 二、政府公關與行銷議題民主國家強調政策如何獲得人民支持，亦即取的民意，所以此部份也是 行政類科關注焦點。
三、電子化政府與資訊科技應用議題 電子化政府已成為世界各國爭相發展的管理工具，並且成為近年熱門 考題，其所帶來的衝擊或效益等，政府部門尤為關注。 四、傳統與新公共管理理論、管理技能運用 公共管理基礎理論、管理工具篇舉凡公共管理發展、企業型政府、政 府再造、民營化、全面品質管理、目標管理、策略管理、績效管理、危機管理、知識管理、學習型組織等。
五、非營利組織議題 非營利組織是公共管理的核心議題，舉凡非營利組織的理論基礎、特徵、角色、功能、挑戰等非常夯，幾乎每年必考，應詳加熟讀。但能 考的都已經被拿來命題，所以有關新的論述，如公共管理學者的著作或專論，仍請都加留意。
六、其他跨領域議題 行政類科互有關聯，所以相關理論都會拿來考，閱讀時都必須融會貫通。
七、學者期刊、論文相關試題：如電子民主參與的三個層次、「社會企業」的理念、特色與類型、社會創新崛起背景概念及發展與運作模、參與式預算意涵及核心理念與辦理原則。
由以上詳細的整理分析，可看出有一些重要的議題不斷出現在試題中。但從109年開始有幾個命題趨勢改變值得注意，那就是時事結合理論、 理論要求搭配實例說明、跨領域的命題比重正逐漸增加中，例如考行政 學的機械與有機組織比較，或考公共政策的內容。不過基本上，《公共管理》學科仍是《行政學》的延伸，若能建立良好《行政學》概念與基礎，當能駕輕就熟，功力倍增。
