  2019年联合国粮食及农业组织、世界动物卫生组织和世界卫生组织（三方）共同制定的人畜共患病指南：《采取“多个部门，同一健康”方针：解决各国应对人畜共患病三方合作指南》（下文简称“2019年《指南》”），为成员国提供有关“同一健康”方针的实用指南来建立多部门协调、沟通和协作的国家机制，共同应对动物-人-环境界面的人畜共患病威胁。本指南更新并扩展了之前的一份全球针对人畜共患病的指导文件：2008年三方编写的《人畜共患病：国家层面上动物卫生与人类健康部门的协作的指南》，在世界卫生组织的东南亚区域和西太平洋区域使用。  2019年《指南》支持各国增强抵抗灾难以及恢复能力，共同应对诸如禽流感、狂犬病、埃博拉和裂谷热等新发和地方流行的人畜共患病以及食源性疾病和抗菌素耐药性，并将其对国民健康、生计和经济的影响降至最低。本指南还支持各国实施世卫组织《国际卫生条例（2005）》以及世界动物卫生组织的国际标准，通过外部和内部卫生系统评估发现差距，弥补短板，最终到达可持续发展目标的要求。  2019年《指南》为相关国家部委和机构提供了从国家层面的经验中汲取的教训和良好做法，这些经验教训是采取同一健康的方针来准备，预防，发现和响应人畜共患病威胁；提供多部门沟通，协调与合作的指导建议。本指南介绍了区域和国家层面的同一健康的活动，以及可供各国相关单个部门和多部门使用的工具。
