政府內部的吶喊──香港公務員工運口述史

公務員的範疇各國各有不同，以香港為例，廣義而言，上至特首，下至清潔工，都是公務員；若收窄定義，則香港公務員是指：根據公務員服務條例，直接受政府聘任且經由政府庫房發給薪酬的勞動者。香港公務員工運曾風光一時，是香港工運史上推動獨立工運的一股重要力量。

公務員工會對香港整體的工運的影響，早期是有意由工運介入社會，但現在已淡化。八十年代，公務員工會參與全港性工會運動，如職業安全、勞工立法等，進而涉足社會運動，為八八直選、大亞灣核電廠等議題發聲，與各勞工團體建立直接聯繫。九十年代中期，各集團工會的合作日漸減少，沒有常規性的共同活動。

梁寶龍過去多年訪問多位公務員工會領袖，他們分別來自郵政、紡織、小販管理、土地工程測量、機電、政府文書、消防救護、醫務等不同單位，而後參與公務員工運，並成為工運中的領頭人物。本書為公務員工運口述史的初步成果，包含蕭賢英、鄧福棋、黃華興、黃偉雄、馮兆銘、鄺漢泉、屈奇安、古聖光、郭紹傑、郭錦霖、李美笑、梁籌庭和李尋彪等13人的訪談紀錄；另附錄〈公務員工運史1843-2010〉、〈公務員薪酬制度〉、〈政府的員工諮詢架構〉等專文，可供香港公務員工運史、公務員評議會史的研究者參考。
