本研究為分析台灣就業安全政策的定位、探討勞動彈性化下中高齡非典型勞動者的就業過程與經驗及問題危機、建構積極的社會安全網絡。研究透過建構論觀點及制度性討論,採取兩階段進行,第一階段是針對非典型中高齡勞動者透過直接訪談方式蒐集資料,第二階段邀請專家學者共同針對該內容進行意見交流與探討,蒐集相關意見。 根據訪談結果分析,中高齡非典型勞動者的就業生命歷程可分成從家庭回歸職場、從常態職場被迫離開、從常態職場主動離開等型態,在職場當中經驗到職場隔離現象、內部不安全、外部不安全與各種政策風險。從政府角度分析,台灣勞動政策缺乏整合,各項重回職場的措施與常態職場無法銜接。因此本研究融入勞動安全觀點,構思連結經濟安全、勞動參與、家庭福利的社會安全架構,並根據個人生命歷程及上述架構,設計包含補充性、保障性系統、融合性與維持性等四個層次的社會安全網絡。 研究結論認為中高齡階段階是相對不穩定時期,可透過社會參與及社會安全網絡兩個不同卻相輔相成之內涵強化個人生命的穩定性。在勞動彈性對策方面,除了彈性安全外,可考量以個人安全保障為前提的安全彈性策略。研究建議從體制面、政策面與執行面三方向給予建議。 本研究限制為推論性受到限制,後續需要更多的探討與追蹤。建議未來可針對不同類型與不同區域的非典型勞動者進行相關研究,其次是針對勞動安全與社會安全的互動論述再強化。
