By 王文甫2008年爆發的美國金融危機，以及隨後的歐債危機，對全球的經濟產生了嚴重的影響，各國都在尋找使本國經濟可持續健康發展的調整方式。在國際金融危機的衝擊下，中國經濟結構的優化升級和粗放型的發展方式更是遭到了嚴峻的挑戰，暴露出中國經濟在發展的過程中出現的不協調、不平衡、不可持續等問題的嚴重性。產業結構是否合理對中國經濟的健康發展具有直接的影響作用。 因此，在當前經濟形勢下亟須加快產業結構的升級。產業結構的優化和升級不僅可以有效地促進國民經濟健康、快速發展，而且是中國融入全球化經濟體系、增強自身核心競爭力的重要前提條件。 從理論角度出發，市場和政府都可以完成對產業結構的完善和升級，但是，市場對產業結構的調整需要較長的時間，並且面臨的未知風險也較多。而政府出抬的財政政策卻是最具有操作性的，針對經濟發展過程中出現的不同問題，政府可以快速制定和實施相應的財政政策予以解決，有效的政策能夠在最短時間內得到理想的效果。 在中國三大產業發展和調整的過程中，政府的財政政策始終起到關鍵性的作用。雖然中國三大產業在結構和規模上都處於不斷的調整和變革之中，但是與已開發國家相比，中國三大產業的發展仍存在著諸多問題。本書通過實證研究中央和地方政府財政支出對中國三大產業的差異性影響，為調整財政支出的規模和結構及促進三大產業的發展提供參考借鑑。
